Baronial Level Awards are, rather obviously, SCA awards given out at the Baronial level by Landed Barons and Baronessess.
Compare/contrast with:
Each individual Barony establishes their own awards, distinct from those of any other Barony. Many, but not all, follow the traditional SCA model of having three award tracks: martial, service and Arts and Sciences. Many also have special purpose local awards focussing on some activity that is particularly prominent in the area.
Baronial awards may or may not be armigerous, depending on individual Kingdom law and tradition. For example in the Outlands they may be, while in Calontir they are never so.
