Lyon King of Arms

The Lord Lyon King of Arms is the Scottish official that oversees heraldry in Scotland. He is the equivalant of the Garter King of Arms in England and carries the ability to grant arms under his own power, as opposed to the English Kings of Arms who require a warrant from the Earl Marshal.
