It allows the crowns to organize events in these further regions, as well as assist the ministers of the subdivision to have those who would maintain a presence at these events. A chartered geographic subdivision is a shire, duchy, archduchy, or kingdom. These are based on geography, and have received charters (permission to exist) from the Imperial Crown (and been ratified by the Imperial Estates).
The Cantons exist to help the subdivision manage larger areas, which might or might not be seated by the main populace. It allows the crowns to organize events in these further regions, as well as assist the ministers of the subdivision to have those who would maintain a presence at these events. Cantons, like shires, are headed by a Viceroy and/or Vicereine.
