In the SCA, someone who holds a warrant is a herald who has recieved permission from their Kingdom to carry out the full responsibilities of a herald in that Kingdom.

While anyone can practice heraldic activities in the SCA, there are a few things, such as accepting submission forms and payment for submissions, that are limited only to official Kingdom heralds. Anyone holding a heraldic office (Shire, Baronial, Kingdom, etc.) already has this responsibility. However, many Kingdoms will assign this authority to heralds who are not affiliated with a particular group. Warrants are generally maintained by Kingdom heralds and the requirements to get a warrant vary from Kingdom to Kingdom.
