"While Artemisia has no sumptuary laws, it does have sumptuary customs that are contained within the official kingdom law. Artemisia is unusual in that it totally prohibits metal circlets entirely -- only those entitled to wear coronets (ie., those of Baronial, Viscounty, County, Duchy, or Royal rank) may wear bands of metal around their heads."

Not entirely correct:

If a member has been awarded a circlet from a kingdom where circlets are permitted, they may wear it in Artemisia. Also, there is one metal circlet among the championships' regalia in the Barony of Loch Salann, to be worn by the person who inspires the fighter who wins the Armored Combat championship at the annual Melee Madness event.

Moreover, on 22 May 2024CE, the Kingdom Seneschal of Artemisia announced proposed changes to Kingdom law, to take effect upon the ascension of the current Crown Prince and Princess.

One of those changes removes the restriction form wearing metal circlets; anyone may do so under the new rule.
