A white belt is a simply that: a belt of the color white and wearing one in the SCA indicates that the wearer is a knight.

The term belted knight is not original to the SCA, although the notion of a white belt signifying knighthood, is SCA based. (Perhaps someone can find an appropriate early citation?)

There are also other colours of belts that have a meaning in the SCA but are not restricted to those positions.
