A charter is a document or a set of documents that outline the rules, ordinances and customs of a group.
Depending upon the group, charters can widely vary from a very loose set of guidelines to hard and fast rules that are stringently enforced.
Charters in the SCA are usually drawn up when a group is formed and is ratified either by the group, the local Baronage or by the Royalty of the Kingdom the group participates in.
