Beautiful, that's exactly what I was looking for. The key phrase, I think, though, is "subject to the pleasure of the Crown." Corpora is pretty clear (VIII.B) about who can give AoAs etc. The specific phrase is VIII.B.4: "Below kingdom level, orders may not convey Arms, unless specifically delegated by the Crown."
