At first I thought you meant Johann Fuchs (late eighteenth early nineteenth century composer). However, a quick Google search revealed a Baroque composer who wrote an important treatise on counterpoint. Check out the following website: http://www.baroquemusic.org/bqxfux.html

(This is the very beginnings of the article ... I'm sure that Cormac or someone a lot more knowledgeable than I could write several pages here. As a side note I've never heard of Johann Fux -- what did he do?)
