The Lord Lyon King of Arms is the Scottish offical that oversees heraldry in Scotland. He is the equivilant of the Garter King of Arms in England and carries the ability to grant arms under his own power as oppsed to the English Kings of Arms who require a warrant from the Earl Marshal
