Forest law

The law, in Norman, and post-Norman, England which specifically applied to the forest land. It superceded the normal law and effectively subordinated the land, and the people settled on it, to the needs or the desires of the kings for hunting and other pleasures.

Peculiarly (see William Rufus) it doesn't seem to have prohibited killing people -- but then, they weren't the King's game.
